The official "duration" of one of my monthly prescription is 28 days (q 28), but the monthly supply is for 30 days. Am I entitled to pick it up on the 28th day or would that be a matter of pharmacist discretion? (the substance is controlled)

It depends on how the prescription is written by your doctor, the medication and the pharmacist judgement. Ask him your preference, he will be able to explain it to you.
